This dress is so quintessential 80s I love it. Wish it still fit me, but alas, time to pass it along. It is a wrap dress with one tie going through a slot in the side of the dress and the other going around the side to tie in the back. It has a collar, a v neck line and a large flowy skirt. It also has shoulder pads that can be removed if you want.

It is by the vintage brand Impromptu. Measurements are all taken flat and are all approximate:
Waist: 17 inches
Chest pit to pit: 21 1/2 inches
Tightest part or sleeve measured while flat: 6 inches
Length top of shoulder to bottom hem: 46 inches
Shoulder: 20 inches
Due to the wrap style may be able to be worn by a bit of a bigger/smaller size but fabric itself does not stretch.
